NOTICE IS HEREBY GIVEN THAT the Board of County Commissioners of Allegany County, Maryland, is accepting bids from qualified Contractors for:
Project title: Garden City Mobile Home Park Partial Acquisition
Description: The Board of County Commissioners of Allegany County, Maryland, has partially acquired the Garden City Mobile Home Park. The property is located on the west side of Winchester Run accessed by a small bridge, and on the east side by a tributary to Winchester Run. The acquired portion contains 25 pad sites, of which, 15 are currently occupied by singlewide mobile homes, with a reported 28 people living within them. All tenants will be relocated. They will have three options: relocate their mobile home, if conditions allow; replace their mobile home; or move to a structure that is not a mobile home. The last two options involve leaving behind their mobile home. Structures that are left abandoned will be demolished and the rummage taken to the landfill.

Sealed bids are being requested for each of the following activities:
Sealed bids need to stand on their own for any activity listed above for which a bid is submitted. The envelope should indicate on it which activity the sealed bid is for, activity 1, 2, or 3. Not every activity listed above has to be bid on. More than one activity can be bid on.
The relocation costs for the Garden City Mobile Home Park Partial Acquisition are being funded by a Maryland Department of Housing and Community Development Block Grant. The grant is a federally funded program designed to assist governments with activities directed toward neighborhood and housing revitalization, economic development and improved community facilities and services. It is administered by the Department of Housing and Community Development.

All sealed bid for appraisals must be received by 2:00 p.m. Friday, March 5, 2021. Public opening of the appraisal bids will be held at 2:00 p.m. on Friday, March 5, 2021.
All bid openings will be held in the Allegany County Commissioners’ Public Meeting Room 100, 701 Kelly Road, Cumberland, MD. The bid opening will be open to the public, with social distancing guidelines being followed. Also, a live feed of the proceedings will be available on the County’s website, https://alleganygov.org/ .
The Board of County Commissioners of Allegany County, Maryland, reserves the right to reject any or all bids and/or waive technicalities and does not obligate itself to award the contract to the lowest bidder if, in its judgement, the best interests of Allegany County will not be served.
