NOTICE IS HEREBY GIVEN THAT the Board of County Commissioners of Allegany County, Maryland, is accepting bids from qualified contractors for:

Project title: Garden City Mobile Home Park Partial Acquisition

Description: The Board of County Commissioners of Allegany County, Maryland, has partially acquired the Garden City Mobile Home Park. The property is located on the west side of Winchester Run accessed by a small bridge, and on the east side by a tributary to Winchester Run. 

The acquired portion contains 25 pad sites, of which, 8 are currently occupied by households, singlewide mobile homes, with a reported 17 people living within them. 7 of the 8 will be relocated. Other pad sites are either empty or have structures that are unoccupied and will be demolished and the rummage taken to the landfill. 

Location: 14101 Winchester Road, LaVale, Maryland 21502.

5 of the mobile homes will be relocated from the current lot to other lots on the other side of the Garden City Mobile Park.

All contractors have to be licensed in the State of Maryland and insured.  All labor, supervision, tools, equipment, transportation, permits, fees, taxes, incidentals and materials necessary to perform the activity are to be included and provided by the contractor.  


Sealed bids are being requested for each of the following activities:

1.    Cost to relocate the 7 mobile homes from their current locations to their new locations as indicated in the tables above. The distance of each move is as dictated in the table above for each. Appraisals are available for review for each mobile home which show the size and many other details, but not weight.  It will be the responsibility of the contractor to acquire any needed permits. The contractor will also be responsible for disconnecting and reconnecting utilities including condenser units for the air conditioning systems, removing and reinstalling foundation or skirting, and removing and reinstalling interior features. 

Other than disconnecting porches and/or decks as needed for transport of the mobile home, the contractor will not have to reinstall or replace these features. They will have to provide temporary steps at new location until new porches and/or decks can be built. The contractor will have to coordinate with the contractor moving household possessions and mobile home owners so that the mobile home owners are not out of their homes more than two days.  

2.    Cost to pack up, transport, and unpack contents of the 7 mobile homes from their current locations to their new locations as indicated in the tables above. The contractor will have to coordinate with the contractor moving the mobile home and the mobile home owners so that the mobile home owners are not out of their homes more than two days. 

3.    Cost to rebuild the porches and/or decks of the 7 mobile homes listed in the tables above at their new locations. Bid will be based on the strict replacement of porches and/or decks at current location to new location. In other words, the bid can’t be based on replacements having smaller dimensions than was originally the case. List of materials, drawings and photos are available for review for each mobile home. The contractor, however, needs to coordinate with the mobile home owner in case changes need to be made. Changes will have to be approved by Allegany County government. 

4.    Cost to transport sheds from their current locations among 7 mobile homes to their new locations as indicated in the tables above. The cost would have to be broken down by each shed. This allows for the possibility that a shed cannot be transported due to its condition. The contractor can opt out of giving a cost for any shed. The contractor will have to coordinate with the mobile home owner in regards transporting the contents of the sheds. The cost of transporting contents is excluded from the cost for the bid. The cost, however, can be an additional charge from the contractor in cases where the mobile home owner doesn’t want to transport the contents themselves. 

Sealed bids need to stand on their own for any activity listed above for which a bid is submitted. The envelope should indicate on it which activity the sealed bid is for, activity 1, 2, 3, or 4. Not every activity listed above has to be bid on. More than one activity can be bid on. 

The relocation costs for the Garden City Mobile Home Park Partial Acquisition are being funded by a Maryland Department of Housing and Community Development Block Grant. The grant is a federally funded program designed to assist governments with activities directed toward neighborhood and housing revitalization, economic development and improved community facilities and services. It is administered by the Department of Housing and Community Development.

All sealed bid for appraisals must be received by 2:00 p.m. Friday, November 19, 2021. Public opening of the appraisal bids will be held at 2:00 p.m. on Friday, November 19, 2021. 


All bid openings will be held in the Allegany County Commissioners’ Public Meeting Room 100, 701 Kelly Road, Cumberland, MD. The bid opening will be open to the public, with social distancing guidelines being followed. 


The Board of County Commissioners of Allegany County, Maryland, reserves the right to reject any or all bids and/or waive technicalities and does not obligate itself to award the contract to the lowest bidder if, in its judgement, the best interests of Allegany County will not be served.
