The Allegany County Sheriff's Office will be hosting its 3rd Citizen's Police Academy (CPA) to familiarize citizens with the operations of the sheriff's office and witness the activities deputies encounter. 

The CPA is intended to open lines of communication between the community and the law enforcement by allowing citizens a firsthand look behind the scenes at the Sheriff's Office to meet our Deputies, see how operations are handled, and for citizens take away a better understanding of the variety of roles the Sheriff’s Office plays within the community.

Sessions will be held on Wednesdays from 6 pm to 9 pm beginning on March 5th through May 7th. A public graduation ceremony will take place on May 7th.

The Willowbrook Outdoor Wellness (WOW) Complex is a new county-owned public park developed to serve as a hub for health, recreation, and community engagement. The first phase of the project introduces a walking trail, pavilion, and outdoor fitness court, laying the foundation for a broader vision aimed at enhancing community wellness and providing versatile recreational spaces.

A key element of the WOW Complex’s success is the support and partnership from Allegany College of Maryland, which generously provided the land for this initiative. This significant contribution underscores the college’s dedication to the well-being and enrichment of the community, exemplifying its commitment to making a lasting impact across all facets of local life. The Complex’s proximity to the college’s existing walking track also presents an opportunity to expand upon a resource that is already in high demand.

Funding and resources for the WOW Complex have primarily come from external sources, reflecting a strong network of partnerships and community support. The Land & Water Conservation Fund and Maryland’s Program Open Space have been the primary financial contributors to the project.

The outdoor fitness court is a standout feature of the Complex, established through collaboration with the National Fitness Campaign. The court’s creation was further enabled by a generous donation from First Peoples Community Federal Credit Union (FCU), which has played a pivotal role in bringing this aspect of the project to life. First Peoples Community FCU’s contribution underscores its longstanding role as a vital community partner committed to enhancing opportunities for public health and wellness.

“The WOW Complex has been designed to offer a welcoming space for all community members, promoting healthy living, physical activity, and social connection,” said Allegany County Commissioner David Caporale. “A project of this magnitude requires great support and teamwork. We are grateful for our external partners and Public Works staff, who have forged connections and secured the necessary funding. We look forward to future phases and offering this resource to our community members.”

The WOW Complex is handicap accessible, ensuring inclusivity for all visitors. As the facility continues to grow, it will become an even more significant destination for sporting events, recreational gatherings, and health and wellness activities. While future phases are still in development, potential additions include a grass sports field, a turf sports field, a playground, two pickleball courts, and an extended walking track that will encircle the entire property.

We have integrated Cloudpermit to facilitate the submission of online applications for all building and land-use related permits beginning January 1, 2025. The addition of this tool will greatly enhance the transparency and accountability of our Planning & Zoning process, for both staff and applicants. 

Standard Building Permits will now require a two-pronged approach: a Building Permit and a Land-Use Permit. The Building Permit will govern that the project meets building codes. The Land-Use Permit will help guide structural placement, ground grading, and other environmental concerns. 

Additional functionality (ie; code enforcement) will eventually be added to the Cloudpermit interface making it easier to communicate with and track projects alongside our Planning & Zoning team. 

With the Cloudpermit Building Permit system, you can conveniently apply for permits and track their status. Additionally, the system allows you to initiate an application and save progress for completion at a later time. Service Changes

Notice is hereby given that a public hearing will be held on Wednesday, October 30, 2024, from 1:00 to 3:00 PM at the Allegany County LaVale Library at 815 National Hwy, Cumberland, Maryland.  As a result of significant Federal and State cuts in Transit funding for FY25, the hearing addresses the pending service changes to Allegany County bus and para-transit services.  We must restructure our services while continuing to serve as many customers as possible.  Below is a summary of the planned changes.  We are unsure when these schedule changes will be effective, but we will provide advance notice to all customers.  To view the existing and proposed route changes, please visit the County website at www.alleganygov.org.  For additional information, please call the Transit Office at 301.722.6360.  

CURRENT SCHEDULE                                                         PROPOSED SCHEDULE

Red Line - Monday through Friday – Combining the Red and Blue Line into one route.   

Red Line departs Downtown Cumberland to Cumberland Martin’s, HRDC, and Potomac Street.  The new portion of the route starts at Virginia Avenue at Industrial Blvd.  From Virginia Avenue, right on Industrial Blvd. to White Oaks Plaza (Big Lots), left on Oldtown Road, left on Utah Avenue to Cumberland Marketplace (Save A Lot).  Resume the current Blue Line route, with stops at the Cascades and Mountain View Apartments, Archway Station, Jane Frazier, Oldtown Road at Maryland Avenue, Cumberland Martin’s, and Frederick Street (Roses).  We will follow the former Red Line route from Downtown Cumberland to the Hospital, the Health Department, and Allegany College of Maryland, returning to Downtown Cumberland via Baltimore Avenue to repeat the 70-minute route.    

Green Line – Monday through Friday

Green Line will depart the Transit facility at 7:15, making stops along Virginia Avenue to transport customers to Downtown Cumberland, then continue to Bedford Road.  Upon returning to Downtown Cumberland, we will follow our existing Green Line route, traveling on Centre Street, through the Narrows, west on US 40 through LaVale, and to the Country Club Mall. Depart the mall to DMV, go into Cresaptown, and then continue on US 220 onto Greene Street into Downtown Cumberland.  The Frostburg trip will be removed; however, customers wanting to continue to Frostburg can transfer to the Gold Line at the Country Club Mall. 

Gold Line – Monday through Friday

The Gold Line will begin in Downtown Cumberland for an express trip to Frostburg State University; we will then travel between Frostburg and the Country Club Mall.  Gold Line will not return to Downtown Cumberland until the last trip of the day.  Customers wanting to go to Downtown Cumberland during mid-day hours can transfer to the Green Line at the Country Club Mall.

DISCONTINUED ROUTES - SILVER, YELLOW, AND PURPLE LINES

Due to their low ridership, the Silver, Yellow, and Purple lines will be discontinued. The remaining routes cover most of the same areas except for Lonaconing and Westernport. Unfortunately, we will no longer run to Lonaconing and Westernport. Also, with these changes, we can no longer offer early morning or late evening service with the Silver or Yellow Lines.

Columbia Gas has completed their site work in the Bowling Green and Potomac Park areas and the affected roads will undergo a final paving project over the course of the next two months.

Belt Paving, Inc. will begin work in the Bowling Green area on Monday, September 9, 2024, operating from 8AM-4PM. Potomac Park area work will begin approximately on October 7, 2024, with project completion approximately October 25, 2024 (weather permitting). Please be prepared for small delays, detours, and road closures in these areas over the next two months.

ABOUT THE PROJECT: Funding for this paving project has been provided by Columbia Gas of MD in response to recent underground utility work in the area. The project will be done in phases as they mill the current surface, repair the base, level it, and then apply a final overlay of hot-mix asphalt. 

The Utilities Division is interested in a digital message sign located at 13800 Winchester Road SW, Cumberland, MD, and is seeking interest letters from viable businesses. Qualified firms will be contacted and invited to attend a mandatory on-site visit meeting to review and discuss the scope of the project. Firms will then be invited to submit a price proposal for the project.

Local Development Council Announces Rocky Gap Fund Disbursements to Municipalities & Nonprofits

August 28, 2024 - Allegany County receives 5.5% of the slots revenues generated from the casino operation at Rocky Gap. According to State of Maryland Law, 20% of this revenue must be spent on capital requests from Allegany County municipalities and non-profits. On behalf of the Allegany County Commissioners, the Allegany County Local Development Council accepts applications for funding annually.

There were 31 requests this year, with funds being awarded to 24 organizations. A sub-committee of the Local Development Council reviews all requests and awards funds based on a variety of factors, including community impact and need. Awarded funds must be used on capital related expenditure for municipalities and nonprofits.  The total amount disbursed this year comes to $534,668. This accounts for the 20% of total proceeds outlined by Maryland law, with $5,332 remaining unspent. 

Groups receiving funds this year were AHEC West, Allegany Arts Councils, Allegany County Historical Society, Allegany Museum, Baltimore Pike VFC, Bishop Walsh, Bowling Green VFD, Camp Hope, CASA of Western MD, City of Frostburg, Cumberland Cultural Foundation, Cumberland Historic Cemetery Organization, Ellerslie VFD, Mt. Savage VFD, Old Town Community Center, REACT, The Salvation Army, Savage Mountain Punk Arts, Town of Barton, Town of Midland, Tri-State Community Concert Association, Western Maryland Food Bank, Western Maryland Scenic Railroad, and the YMCA of Cumberland.

What is this project?

Allegany County Department of Public Works is proposing to resurface the exterior portal walls and line the interior of the Borden Tunnel, located on the Great Allegheny Passage Pedestrian (GAP) Trail at mile marker 17.9, and 2.4 miles east of Frostburg. The County evaluated several alternatives and proposes to resurface the exterior tunnel portal walls and wing walls with mortar, line the interior of the tunnel with a corrugated structural steel plate arch liner system, and fill the space between the original tunnel liner and new liner with grout. Allegany County was awarded a Recreational Trails Grant for project construction, and this project is being reviewed under the National Environmental Policy Act (NEPA) for environmental impacts.

Why is this project necessary? 

The Borden Tunnel was constructed in 1911 as part of the Western Maryland Railway. The Borden Tunnel is a vital part of the connectivity of the GAP trail.  This project is needed to restore the integrity and safety of the tunnel structure. The completed project will allow continued use of the GAP Pedestrian Trail between Frostburg, Maryland and Pittsburgh, Pennsylvania. Installation of a tunnel lining would provide 75 years of service life in accordance with federal and state highway design standards.

How are historic resources being protected?

The Borden Tunnel is listed on the Maryland Inventory of Historic Properties (AL-V-A-126). As part of required state and federal reviews, the historic attributes of the Borden Tunnel will be fully researched and documented.

What is the project timeline?

Construction will coincide with the annual winter closure period for the Big Savage Tunnel (November 30 to April 1), to minimize impact to pedestrian access and travel on the GAP trail.

The Local Roadway Safety Plan has come together in response to the initiative for Zero Deaths in Maryland and the increasing number of crashes that are occurring in Allegany County that result in serious injury or fatality. This project was funded by the Maryland State Highway Office of the Maryland Department of Transportation under a grant to Allegany and Garrett Counties. Having this plan in place is a requirement for future grant funding possibilities related to Highway Safety Improvement programs. The completed plan is posted and available for review. Comments are being received for the next 30 days, and any input will be taken into account by the review committee. This plan is a suggested guide and not law. Its findings are strictly a suggested best practice. 

Consultant services were provided by Mead & Hunt, Inc., a national architecture, engineering, and construction management firm, under the project management of Jamie Kendrick, AICP, with assistance from Hunter A. Withers and James Poeschel.

In response to the drought conditions and decreasing water levels at Piney Reservoir, the City of Frostburg is urging residents to begin water conservation efforts. Easy ways to conserve water include foregoing watering lawns and washing cars, taking shorter showers, and running the washer and dishwasher only when full.

Voluntary conservation efforts now can help reduce the strain on the limited water resources available to the City. Communities served by the City of Frostburg’s water system include not only Frostburg, but Eckhart, Consol, Grahamtown, Clarysville, Carlos, Shaft, Klondike, Borden, Zihlman, Mount Savage, Woodcock Hollow and all communities in the Georges Creek Water Service area: Midland, Gilmore, Lonaconing, Pekin, and Barton. Residents in all of these communities should begin water conservation practices immediately.

The City will continue to monitor reservoir levels. Conservation efforts and rainfall are both needed to allow the reservoir to return to normal levels. Should the drought persist, a water conservation emergency may be declared by the Mayor and City Council.

Allegany County Residential Trash Sticker Prices Increase

Effective July 1, 2024, the prices for residential trash stickers have increased. This adjustment comes after years of stagnant pricing and addresses the ongoing shortfall in the solid waste disposal system. Trash sticker prices have increased from $1 to $2 each.

As part of this change, the newly purchased stickers have changed color to orange. Residents using the older pink stickers will need to double the quantity required for disposal. For example, a mattress or box spring that previously required six stickers will now require either six orange stickers or twelve pink stickers.

By making informed decisions and participating in recycling, residents can contribute to a more sustainable Allegany County while managing their household expenses effectively.

Impact of Recycling on Cost Reduction

The increase in trash sticker prices provides an opportunity for residents to consider recycling as a cost-saving measure. It is estimated that 30% of materials deposited into Mountainview Landfill are recyclable. By taking advantage of the free recycling services at the three refuse sites, the average household could save approximately $60 annually.

Residents can recycle a variety of materials, including #1 and #2 plastics, cardboard, cans, glass, oil, and antifreeze. Recycling not only helps in reducing waste but also contributes to environmental conservation and offsets the increased trash sticker costs.

About the Residential Trash Program

Allegany County Government operates a residential/household trash sticker solid waste disposal system. Residents must attach a trash sticker to each trash bag or item brought for disposal to any Allegany County-operated Residential Refuse Site. The recent price adjustment was discussed numerous times during the FY25 budget hearings and aims to ensure the sustainability of the program.

Dear Allegany County Residents:

The Fiscal Year 2025 budget was prepared by facing some new financial challenges head-on, ensuring that we have a sustainable budget and financial position for years to come. 

This budget contains no property tax increases for our residents. We continue to maintain the income tax rate that was reduced two years ago during the budget process. We have only increased our 911 fee and trash stickers so as to allow those operations to keep pace with rising costs.  

We have had to make difficult decisions during this budget cycle due to decreasing income tax revenue and, recordation and transfer tax revenues.  We wanted to thank our outside agencies; Allegany College of Maryland, Allegany County Public Schools, Allegany County Health Department, and the Allegany County Library System and many others for their willingness to find a way to do more with less this coming year.

Allegany County has also made some difficult staffing decisions by reducing our workforce, freezing open positions, reducing our health insurance program, and trimming operating budgets to keep up with rising costs. We have also taken steps to reduce the budget of our EMS operation which has seen rising costs over the last several years that are no longer sustainable for us. We do not take these decisions lightly and have worked hard to limit the impact that this has on our citizens. 

While these decisions are difficult, they are necessary to keep our finances in order and to ensure that our citizens do not feel extra tax burdens during this current inflationary period.

The Elections Department will be wrapping up their use of our normal meeting space at 701 Kelly Road. We anticipate being back in our normal location for the meeting on May 30th.

FY25 Preliminary Budget Progress

It’s budget season here in Allegany County, and our staff has been hard at work to deliver a balanced budget for the upcoming fiscal year. Year to year, there are many outside factors that affect a budget, some within our influence and some beyond. This year, due to a myriad of reasons, we are facing a $13 million budget deficit. (More on that later, if you are interested.)

At first glance, that number may seem alarming, but the good news is that we are planning for the future to prevent overspending. While we may have to make some tough decisions now, it's all part of maintaining our commitment to fiscal responsibility. This deficit means that our projected expenditures for the upcoming year are $13 million higher than our projected income. (Projected expenditures reflect the “wish list” requests from all departments that our General Fund serves, along with their operating costs.) Just like budgeting at home, this means we have to make some changes. We have to save some money where we can, delay some plans, and maybe even find ways to increase revenue to offset the difference.

The County Finance team, Department Heads, and the Commissioners have been hard at work to make these changes. While still working through them, they have made several suggestions that have significantly decreased the $13 million gap. Several iterations of the budget have already occurred, with a few more to come. The next draft will be publicly presented at the Commissioners Business Meeting on May 16th. The plan is then to present the final budget for approval at the May 30th Meeting.

Here is a summary of the changes suggested (and agreed upon) so far:

1. Pass Credit Card Fees on to Customers: The County has been paying the processing fees for citizens who used credit cards to pay utility or tax bills. By passing it on, this will account for about $500,000 in new revenue for the budget.

2. Removing ALL Capital Outlay Requests: Any new, large capital projects requested for the upcoming year have been put on hold. This decreases the projected expenditures by about $1,946,926.

3. Decrease Department Budgets by 10%: All County Departments have been tasked with cutting their requested budgets by at least 10%. This will decrease the projected expenditures by about $1,200,000.

4. Decrease Outside Agency Funding by 10%: In line with what County Departments are being asked to do, Commissioners will also cut the budget allocations for the outside agencies we fund. This 10% decrease will be applied to the amounts they were funded for FY24, and will account for a reduction in projected expenditures of about $1,100,000. *The Board of Education is exempt from this decrease due to State mandates on budget funding.

5. Cut Overtime Requests by 50%: Halving the projected overtime for County staff will reduce projected expenditures by about $850,000.

6. Freeze Open Positions: Effective May 1st, by not filling current open positions that were budgeted and estimating turnover in the upcoming year without refilling roles (approximately 20 positions), this will reduce projected expenditures by about $2,616,656. Reminder that this accounts for not only salaries but also benefits and fringe costs. *There is a SMALL number of positions that legally must be staffed and will be considered for an exception on an as-needed basis.

7. Increase 911 Fees on Cell Phone Bills: Each line is currently charged $0.75 monthly. Cell providers collect this fee and transfer it to the County. By raising it to $2.00, this will increase revenue by approximately $750,000. This amount is in line with the average across all Counties in Maryland.

8. Increase Trash Sticker Price: Trash sticker costs have remained flat for about a decade. The program currently runs in the negative, costing the County more than comes in. Increasing the sticker fee from $1 to $2 will increase projected revenue by about $250,000.

9. Reducing the Emergency Medical Services (EMS) Budget by $2 Million: As one of the largest budgetary departments, the Commissioners have requested the Department of Emergency Services to revise their projections and plans for the upcoming year to operate within this new amount.

Other ideas that were presented but NOT agreed upon:

1. Initiating a Public Safety Tax: $0.05 per $100 assessment would increase revenue by approximately $2,400,000.

2. Increasing the Income Tax Rate

3. Increasing the Property Tax Rate

Now, what are some of the outside factors that got us here? We’ll recap some of the larger items below:

Decreased Revenues: Totaling approximately $2.7 million less in revenue than last year.

1. Changes in the real estate market: The spike in the market in recent years supplemented us in both tax and fee revenue, and that has started to drop off.

2. Decrease in corporate personal property tax revenue: This is the tax amount that some of our larger local businesses were paying before they closed.

3. A downward trend in income taxes collected from residents: This one is puzzling for us but is on trend with what the State of Maryland is experiencing as well.

Increased Expenditures:

1. The economy: Just about every budget request made this year included a significant increase.

2. Changes in services that we are now being asked to provide: This includes the ever-increasing need to replace lost volunteers from our volunteer EMS community with county-paid providers.

While budgeting to address a deficit isn’t a ton of fun, it’s essential to understand that this is not an insurmountable challenge; rather, it’s a call to action for all of us to work together to address it responsibly.

Our staff is prepared to exercise additional prudence in our spending and to be more mindful of our budgetary constraints. It’s also crucial to emphasize that while the situation may seem daunting, it’s not unique to our county. Budgetary challenges are being faced by organizations across the country, and we are not alone in this endeavor.

Mountain Maryland Trails Honored for Transformative Volunteer Efforts Along GAP Trail

Mount Savage, MD—April 15, 2024— In a heartwarming display of community collaboration and volunteerism, Mountain Maryland Trails (MMT) has been commended for their remarkable efforts in enhancing safety and preserving local history along the Great Allegheny Passage (GAP) trail.

The story begins in April of 2021, when a landslide struck at mile point 11.5 along the GAP trail, posing a significant safety hazard for trail users. Despite initial mitigation efforts, it became evident that a structural fix was necessary to prevent further land movement. Allegany County Government enlisted the expertise of GeoStabilization International (GSI), and a permanent solution was implemented in Spring 2022 at a cost of just under $170,000.

The repair inadvertently created a new safety concern—a steep drop-off beside the trail. Recognizing the need for additional safety measures, Allegany County Government turned to Mountain Maryland Trails for assistance to install some basic fencing. Without hesitation, MMT rose to the occasion.

In a remarkable display of community spirit, MMT volunteers swiftly mobilized to install fencing along the hazardous stretch of trail. What sets this effort apart is not just the speed with which it was accomplished, but the attention to detail and historical significance of the materials used really took this project to the next level. 

Using locally sourced materials, including railroad rails donated by Western Maryland Scenic Railroad and Pen Mar Recycling dating back to 1920, MMT volunteers constructed a 150-foot railroad rail fence. The fence not only serves as a safety barrier but also offers a picturesque viewpoint overlooking the historic town of Mount Savage—a community steeped in railroad heritage.

The collaborative effort involved numerous individuals and organizations, including Denny from Bill Miller Equipment, Brook from Atkinson Welding, Doug from Hewitt Construction, Rick from Up Right Fence, and Francis from the Allegany County Sheriff's Department, among others.

John Emerick, Rick Bartlett, and Larry Brock, along with John and Kermit from Atkinson Welding, worked tirelessly to erect and secure the rail in place. Francis operated the excavator to position the rail, ensuring its stability and effectiveness as a safety barrier.

Allegany County Government extends its sincere appreciation to Mountain Maryland Trails and all volunteers involved for their dedication, ingenuity, and commitment to community well-being. Their efforts serve as a shining example of the transformative power of collective action and community stewardship.

The total solar eclipse happening on Monday, April 8th will be the last of its kind to occur in North America for 20 years! A solar eclipse happens when the Moon passes in between the Earth and the Sun. While this rare occurrence may be exciting, safety is a concern. Allegany County is just outside of the total solar eclipse path. We will experience a partial event,with about 93% of the sun being blocked by the moon at the height of the eclipse. Protect your eyes and view the eclipse safely with these tips from NASA:

• Stand still and cover your eyes with your eclipse glasses or solar viewer before looking up at the bright Sun. After glancing at the Sun, turn away and remove your filter — do not remove it while looking at the Sun.
• Do not look at the uneclipsed or partially eclipsed Sun through an unfiltered camera, telescope, binoculars, or other optical device. Similarly, do not look at the Sun through a camera, a telescope, binoculars, or any other optical device while using your eclipse glasses or hand-held solar viewer — the concentrated solar rays will damage the filter and enter your eye(s), causing serious injury. Seek expert advice from an astronomer before using a solar filter with a camera, a telescope, binoculars, or any other optical device.

Allegany County Enhances Emergency Dispatch Operations with New CAD System

[March 19, 2024] – The Allegany County Department of Emergency Services (DES) is pleased to announce the implementation of a new Computer Aided Dispatch System (CAD), marking a significant milestone in enhancing emergency response capabilities.

In late 2018, Allegany County embarked on a search for a replacement CAD system, seeking to modernize its emergency dispatch operations. After careful evaluation, Motorola Solutions emerged as the preferred vendor, meeting the county's requirements and offering cost-effective solutions. The contract for the new system was signed in January of 2020. After a significant delay in planning due to the pandemic and a lengthy and thorough ground-up build-out of the software, the CAD system went live today, March 19, 2024.

The new FLEX CAD system brings Allegany County's emergency dispatch operations in line with state and national standards. With comprehensive system integration and 24/7 customer support from Motorola Solutions, the upgraded CAD system promises enhanced data management and streamlined dispatching processes.

Roger Bennett, Deputy Director of Emergency Services, emphasizes the benefits of the new CAD system: "The Flex single source database is very conducive to how our 911 Specialists dispatch calls. Some key features of the system include a central location for data storage and backup, a reduction in duplicate entries, and automated data populations throughout all system modules. This fully integrated database also facilitates real-time data sharing both within Allegany County and across multiple jurisdictional boundaries. The implementation of this system represents a significant advancement in our emergency dispatch operations."

CAD systems are used by all 911 Systems to dispatch Law Enforcement, Fire and Emergency Medical Services (EMS). From the caller’s information, and the nature of the call, CAD recommends the correct resources to handle the incident. If the incident is a building fire, CAD will recommend the correct type of fire engines and ladder trucks, then recommend additional units if the fire is found to be larger than first thought. If it is a law enforcement-type call, CAD recommends what agency the address is in and additional officers if it is a high-threat type incident.

Allegany County remains committed to ensuring the safety and well-being of its residents. With the introduction of the FLEX CAD system, the county anticipates improving its emergency response capabilities and serving the community with increased reliability and effectiveness

Several paramedics in Allegany County now have the ability to perform Rapid Sequence Intubation (RSI), a specialized procedure. RSI allows clinicians to quickly and safely give sedatives and paralytics to patients facing serious medical emergencies or traumatic injuries. This helps them insert a breathing tube for a secure airway, enhancing critical emergency care in the region. 

This service is available from the EMS Supervisor's truck, ensuring that critical interventions can be given promptly by trained personnel during emergencies. Currently, four personnel are trained in RSI, with five more undergoing training. Once they complete their training in the coming weeks, the unit stationed in LaVale will also offer this service.

Introducing RSI took two years of hard work, including applications, approvals, and comprehensive training. Quarterly training sessions include hands-on experience in operating rooms at UPMC, cadaver labs, and other topics, showing our commitment to excellent emergency medical care. While RSI is optional in many places due to the extensive training required, Allegany County sees its value in providing the best care to patients in critical conditions.

We are excited to share with you some highlights that have happened in Allegany County during 2023. This report will reflect on the many successes our County has experienced throughout various departments.

PUBLIC NOTICE

This is to notify the public that beginning on January 2, 2024 the City of Cumberland is soliciting for Community Development Block Grant Project Requests for the 2024 Annual Action Plan which begins July 1, 2024.   The City will be receiving an estimated $800,000 in CDBG funds this coming year.  Project requests for funding consideration must be developed to meet one of the following national objectives:  1) primarily benefit low-income persons, 2) be of an urgent and otherwise non-fundable need, or 3) address slum/blight.  In addition, the City's Consolidated Plan has prioritized identified needs for the area's low-income and special needs populations and projects must also address at least one of those priority goals/objectives described in the 5-year plan.  Potentially eligible activities may include acquisition, blight removal, housing/commercial/facility rehabilitation, neighborhood improvements, recreation, beautification, job creation activities, public facilities, public services, and infrastructure improvements. Special consideration applies this year to potential projects providing access to affordable housing opportunity.

The City of Cumberland will be holding its first Public Hearing to receive community needs and project requests on Tuesday, February 6, 2024 at 6:15 p.m. during the regular Mayor & City Council Meeting at City Hall.  Please see the agenda posted on the city website for exact times and details if you wish to attend. The Council Chambers is wheelchair accessible. Persons who require additional accommodations should contact Lee Borror at the Department of Community Development, Lower Level, City Hall at least 3 days prior to the meeting to make necessary arrangements. 

The deadline to submit a project request is Friday, February 16, 2024.  Project requests are rated and ranked based on initial eligibility, ability to address an identified goal in the Consolidated Plan, agency capacity/experience, project complexity, matching funds, and funding availability.

Technical assistance meetings consist of a brief overview of the CDBG application/proposal process, guidance on new requirements within the CDBG program, and answers to questions related to goals or projects.  Each meeting will be held within City Hall, Mayor and City Council Chambers (2nd floor of City Hall).  Visit cumberlandmd.gov for details regarding live vs virtual meeting should unexpected COVID 19 pandemic requirements be re-instated.

The 30-day comment period will begin on March 28, 2024 when recommended projects are posted to the official City of Cumberland website and end on April 29, 2024 affording the public the opportunity to comment on the projects proposed for funding and on the draft 2024-2025 CDBG Annual Action Plan.  Written comments may be submitted to Ms. Lee Borror.  

A second Public Hearing will be held on Tuesday, April 2, 2024 (see agenda for final date confirmation) at 6:15 p.m. during the regular Mayor & City Council meeting at City Hall or official Zoom virtual meeting should unexpected COVID 19 provisions affect this date, to provide a forum for participation and comments on the draft Annual Action Plan recommended projects.  Final adoption of the Annual Action Plan will occur at the end of the comment period, at the regular Mayor & Council meeting on Tuesday, May 7, 2024 (see www.ci.cumberland.md.us under Community Development for confirmation.)
